Regional Strategy

From 1 April 2010, the East Midlands Leaders' Board (EMLB) and the East Midlands Development Agency (emda) assumed joint responsibility for preparing an integrated East Midlands Regional Strategy. 

In the first instance, the existing East Midlands Regional Plan (also known as the Regional Spatial Strategy or RSS) and the current Regional Economic Strategy (RES) will be brought together to form an interim Regional Strategy.

Going forward, the EMLB and emda will work together with partners in the region to develop a fully integrated strategy which brings together spatial planning and economic development into one overall strategy document.  This will provide:

  • Closer linkages between regional planning and economic development.
  • Clearer guidance on the region’s planning and economic priorities to local authorities, businesses and a range of public sector agencies.
  • An evolution of the statutory spatial planning framework for the region.

It is envisaged that the first fully integrated Regional Strategy will be prepared by 2013.

The requirement to prepare a Regional Strategy was enacted in the Local Democracy, Economic Development and Construction Act 2009.
