The East Midlands Regional Plan (also known as the Regional Spatial Strategy or RSS) was published by Government in March 2009. Its purpose is to:
- Set out a broad development strategy for the region to 2026.
- Identify the scale and distribution of new housing and priorities for the environment, transport, infrastructure, economic development, agriculture, energy, minerals, and waste treatment and disposal.
- Provide a strategy within which the land use planning documents and local transport plans of local authorities can be prepared.
- Provide the longer term planning framework for relevant non-land use strategies and programmes within the region.
The process for preparing the RSS (under the Planning and Compulsory Purchase Act 2004) has been superseded from April 2010 with a new process for preparing an integrated Regional Strategy (under the Local Democracy, Economic Development and Construction Act 2009) including spatial and economic development policies. The Regional Spatial Strategy (2009) remains as part of the statutory Development Plan until it is reviewed and replaced by a new Regional Strategy.
