The East Midlands Leaders' Board is established under the terms of the Local Democracy, Economic Development and Construction Act 2009.
The Leaders' Board comprises 14 local council leaders with authority to act on behalf of all local councils in the East Midlands.
The Chair of the Leaders' Board is Cllr David Parsons CBE, the Leader of Leicestershire County Council. The Vice Chair is Cllr Jon Collins, the Leader of Nottingham City Council.
The Leaders' Board:
- works jointly with emda, as a Responsible Regional Authority, and with other Stakeholders to develop the Regional Strategy;
- gives leadership on key issues affecting the responsibilities of local councils; and
- makes strategic decisions on behalf of all local councils on issues such as housing, transport, the environment and the economy.
The Leaders' Board also forms the Executive of East Midlands Councils.
The work of the Leaders' Board in developing the Regional Strategy is directly funded by Government on the basis of an agreed annual business plan.
